In 1980, Grumman sent a high-level delegation to visit China's Shenyang Aircraft Corporation to promote the F-14 fighter jet. The Chinese delegation had multiple close contacts with the F-14 carrier and Grumman. Apart from not having flown the aircraft themselves, they had a deep understanding of the F-14's performance and equipment. To win the favor of the Chinese delegation, Grumman specially painted an F-14 in the white livery of the People's Liberation Army Air Force (PLAAF). (The photo is not preserved.)

In order to further enhance the air combat capabilities of the People's Liberation Army and strengthen the overall strength of the Air Force, China investigated the French Mirage-2000, American F-14, and F-16 fighter jets in the 1980s. The investigation team even had close contact with these fighter jets and conducted preliminary negotiations on their introduction.

In 1984, China initiated negotiations with the US-based Grumman Corporation. Grumman stated that it could export 24 upgraded versions of the F-14A fighter jet, replacing their engines with two F110-GE-400 engines, and also export AIM-54 long range AAM. China attached great importance to the F14 fighter jet and dispatched delegations from the Air Force and Navy for visits and inspections. Some naval commanders had already begun considering the possibility of developing domestically produced carrier-based aircraft based on the F-14.

However, China's plan to purchase F-14 fighter jets ultimately failed to materialize. The main reason was that China was dissatisfied with the restrictions imposed by the United States on its arms supply, viewing them as limitations on China's military strength.

In addition, China lacked the technology and resources required to maintain and operate F-14 fighter jets. At that time, China's aviation industry had not yet matured, and was unable to provide the necessary maintenance and repairs for fighter jets during normal use.

Meanwhile, China also lacks the necessary components and technology, which is one of the reasons for considering abandoning the procurement plan. In addition, the unit price of each F-14 fighter jet exceeds $45 million, which is an astronomical figure for China, which imported F-14 fighter jets in the 1980s.
