In 1969, China embarked on the development of the J-11 fighter jet, which has no connection to the later "Flanker" fighter jet.

After the war in the Middle East, the Chinese Air Force deeply reflected on the experiences and lessons learned from the war. In combination with the actual needs of the PLA troops, it put forward an urgent demand for new fighter aircraft, especially in terms of maneuverability.

At the "8.25" meeting in 1969, two new high-mobility fighter aircraft concepts were officially unveiled. One concept aimed to replace the J-6 medium fighter aircraft, with a normal takeoff weight controlled at around 9 tons; while the other focused on short takeoff and landing capabilities, designing a small high-mobility fighter aircraft with a takeoff weight of about 4.5 tons. Ultimately, these two concepts evolved into the later J-11 and J-12 fighter aircraft, respectively.

The J-11 designed by Shenyang Airlines has an aerodynamic layout similar to the French Mirage F1, adopting a conventional design with a conical nose that may be equipped with Type 645 or Type 204 interception radar. The aircraft adopts dual sided binary air intakes and is equipped with a British Spey 512 turbofan engine. It is equipped with a swept upper single wing and a serrated leading edge design.

Although the Spey 202 engine was later applied in the development of the "Flying Leopard" fighter bomber, unfortunately, it was not equipped on the J-11. If the J-11 is successfully developed, it may become the Chinese version of the Mirage F1 fighter jet. However, the reality is that the J-11 project was terminated after only one year due to various reasons. Shenyang Airlines still needs to deepen its research and development of the J-7 and J-8, while also undertaking the production task of the J-6, making it difficult to allocate enough energy to invest in the leapfrog development of fighter jets such as the J-11.

Subsequently, in the context of close ties with France, there was a consideration to introduce French M53 engines to equip the J-11, or to replace them with imitation MiG-23MS engines, but ultimately these attempts were unsuccessful. Therefore, the codename for the J-11 remained vacant until later when China began to replicate the Su-27 and reintroduced this designation.
